INFORMATION FOR international STUDENTS

1. REPUBLIC OF MOLDOVA

Moldova, officially the Republic of Moldova (Romanian: Republica Moldova) is a landlocked country in eastern Europe, bordered by Romania to the west and Ukraine to the north, east, and south. The capital city is Chișinău.

Moldova declared independence on August 27, 1991, as part of the dissolution of the Soviet Union. The current Constitution of Moldova was adopted in 1994. A strip of Moldovan territory on the east bank of the river Dniester has been under the de facto control of the breakaway government of Transnistria since 1990.

Moldova is a parliamentary republic with a president as head of state and a prime minister as head of government. It is a member state of the United Nations, the Council of Europe, the World Trade Organization (WTO), the Organization for Security and Cooperation in Europe (OSCE), the Organization for Democracy and Economic Development, the Organization of the Black Sea Economic Cooperation (BSEC) etc.

The Association Agreement between Moldova, on the one hand, and the EU and the European Atomic Energy Community and their Member States, on the other hand was signed on 27 June 2014 in Brussels, Belgium. The signing comes after the agreement has been initialed at Vilnius Summit of the Eastern Partnership, held on 28-29 November 2013. During the European Council on 23 June 2022, EU leaders granted EU candidate status to Moldova.

Climate

Moldova has a climate which is moderately continental; its proximity to the Black Sea leads to the climate being mildly cold in the autumn and winter and relatively cool in the spring and summer. The summers are warm and long, with temperatures averaging about 20°C (68°F) and the winters are relatively mild and dry, with January temperatures averaging −4°C (25°F). Annual rainfall, which ranges from around 600 mm (24 in) in the north to 400 mm (16 in) in the south, can vary greatly. The heaviest rainfall occurs in early summer and again in October.

Traditions

Moldova is a European country with a long history within the Romanian state (medieval and pre-modern) Moldova, populated mainly by Moldovans (Romanians), but also by various ethnic groups such as Ukrainians, Bulgarians, Gagauz, Russians, Jews, Germans, Czechs and so on. Many centuries-old traditions have been preserved here, which can be found in the western half of Moldova and in the rest of Romania, with elements common to the Christian peoples of Eastern Europe. Many traditional Moldovan events represent an amalgam of agricultural, pastoral, religious and civil elements, a mixture that in Moldova has become a permanent source of goodwill, warmth and hospitality.

Higher Education

According to the Code of Education, Article 76, the general structure of higher education is as follows:

(1) Higher education is carried out in two streams: academic and advanced professional.

(2) Higher education is structured in three cycles:

  1. a) cycle I — higher undergraduate studies (ISCED level 6);
  2. b) cycle II — higher master’s studies (ISCED level 7);
  3. c) cycle III — higher doctoral studies (ISCED level 8).

2. GET TO KNOW US TECHNICAL UNIVERSITY OF MOLDOVA (UTM)

3. ADMISSION REQUREMENTS

Enrolment at Technical University of Moldova (UTM) is provided equally to all citizens of the Republic of Moldova (MD) and from other countries, regardless of nationality, gender, social origin, place of residence, etc.

Admission requirements for studies at UTM are specified under the legislation of the MD, International Conventions to which MD has adhered, Interstate agreements, the Regulation on foreigner’s training in the Educational Institutions of MD approved by the UTM’s Senate. Any foreign citizen applying to UTM’s studies is eligible, if he/she meets the requirements established in MD for foreign students.

The enrollment of international students could be done:

  • based on students exchange programs specified in the interstate agreements and International Conventions;
  • based on specific agreements between UTM and other Universities, which provide students exchange programs,
  • based on students’ individual contracts.

 

Before application it is strongly recommended to carefully analyze the offered study-programmes, training requirements, etc. If you cannot find on the website enough information, you can contact the International Students Office staff, who will send you the necessary information. 4. LIST OF NECESSARY DOCUMENTS

To apply for studies at UTM, international students must submit the following documents:

  1. The application form according to the model approved by the higher education institution (Form 1).
  2. The copy of the national passport with a validity period of at least one year.
  3. The copy and legalized translation of the marriage certificate, if it is not drawn up in a language of international circulation.
  4. The copy of the certificate of completion of training courses for foreigners (as applicable).
  5. The copy and legalized translation of the baccalaureate diploma or its equivalent — for enrolment in the Ist cycle (bachelor’s degree) or integrated higher studies.
  6. The copy and legalized translation of the bachelor’s degree and the supplement to the degree or the equivalents of these documents — for enrolment in the IInd cycle (master’s studies).
  7. The copy and legalized translation of the bachelor’s degree, master’s degree and diploma supplements or their equivalents — for enrolment in the IIIrd cycle (doctorate).
  8. Self-declaration of the applicant regarding the veracity of the presented data and documents (Form 2, Form3).

Notice: The documents mentioned in sub-points 5-7 will be apostilled/supra-legalized in accordance with the provisions of the legislation in force of the issuing state and of the Republic of Moldova and translated into Romanian or a language of international circulation. In addition to the study documents, the candidate should present the following documents after he/she will be admitted to the university:

  1. The criminal record from the home country (country of residence) legalized and apostilled, translated into English legalized by a notary. The translation into Romanian and its notary legalization will be made in Republic of Moldova.

Notice: The criminal record must not be expired at the country entry date. If not, a new criminal record will be necessary to have before applying for residence permit.

  1. A copy of the health insurance (international standard) valid for at least one year.
  2. Birth and marriage or name change certificate, notary legalized copies (for those who had changed the name).
  3. Training course completion certificate, which attests the level of the language proficiency in which they will study.
  4. Academic certificate (in case of enrolment in years 2 — 4 for further studies).
  5. A recent bank statement with funds confirmation,  which proves the existence of at least 3200 EURO.

Notice: If the mentioned documents are filled in other language than Romanian, Russian or English, then they must have their translation (legalized by the notary) in any of these languages. Obligatorily, the International Students Office of UTM accepts all the original documents and their translations just when they are legalized by the Ministry of Foreign Affairs of the native country.

5. APPLICATION DEADLINES

In order to issue the confirmation of study entitlement by the Ministry of Education and Research of Republic of Moldova and to prepare the invitation to studies, it is necessary to send to the e-mails: elena.scripnic@adm.utm.md or international@adm.utm.md, the  copies of documents mentioned in the List of necessary document, the points 2,4,5,6,7,9,13,14, including also the information regarding travel route to Republic  of Moldova and border point. After the documents are examined by the Ministry of Education and Research of the Republic of Moldova and the confirmation of study entitlement will be issued, the invitation procedure will be finished only after transferring the admission fee (100 EUR) into the University’s bank account.

The original documents will be present at the arrival to Moldova.

Application deadlines:

Background courses – the 25th of October;

Undergraduate study – the 30th of August;

PhD study – the 25th of November.

International students who do not speak Romanian or Russian must attend the background training courses, while the candidates who speak Romanian or Russian shall pass a language level test. The candidates who will present Graduation Confirmation certificates of Romanian trainings are enrolled without passing any language level test for undergraduate, graduate and postgraduate studies.

The procedure is similar for the applicants choosing to study in English.

6. PRE-UNIVERSITY TRAINING COURSES

UTM is offering intensive training courses for preliminary year of study for international students. Preparatory year lasts eight months and is divided into two semesters with two weeks of a Christmas holidays. Training courses are specially created for the international students who do not speak Romanian or Russian. To be enrolled in the preparatory year, it is not required to have a basic knowledge of Romanian or Russian, as the courses provide a good training even for those who have no at all language skills. Curriculum for language courses includes three study levels of Romanian or Russian during the whole study period. During the second semester, the students will update their knowledge in mathematics, physics, biology, chemistry, specific terminology of their future specialty. At the preparatory courses, students will be acquainted with the training system at Technical University of Moldova, will meet the future professors, and will attend some courses with already enrolled students in order to find out the teaching, learning and evaluation methods applied at UTM.

For being enrolled in the preparatory year, the international students must obtain the permission from the Ministry of Education and Research of Republic of Moldova. The dead line for preparatory study year application is the 30th of August and the applicant must present the same documents as for being enrolled at the undergraduate, graduate or postgraduate studies.

7. STUDY FEE

At the beginning of each academic year, international students must pay the tuition fees, which depends of the chosen study-programme and year of study. If the student does not pay his/her tuition fee, he/her is not transferred to the next academic year and is not admitted to the exams. Tuition fees do not include the expenses related to documents legalization and issuance of the residence permit in Republic of Moldova, medical insurance, travel tickets, visas, etc. The international student can use for free the University’s library, sports halls and other facilities.
